Introduction to OIC Cambodia

The Organization to Improve Communication and Swallowing Therapy Services in Cambodia (OIC Cambodia) is a local non-government organization developing sustainable support for Cambodians with communication and swallowing disabilities, a group largely excluded and unrecognized within existing Cambodian services and systems. OIC has 10 years of experience using speech therapy (ST) technical knowledge for systems strengthening and to equip Cambodia's health, education, and rehabilitation sectors through training, resource development, policy development, and direct service provision. Our vision is to support the development of a speech therapy profession led by Cambodians and available to all who need it. We have the mission to establish speech therapy university courses and jobs for Cambodians, raise awareness, and influence government policy.

OIC Cambodia is committed to partnerships and supporting the collaborative development of a ST workforce in Cambodia. Our demonstrated ability to maintain strong relationships with the government for advocacy, capacity strengthening, service delivery, and coordination has earned us a strong reputation for delivering projects that ensure sustainable gains and quality design. OIC has partnerships with both government and NGO stakeholders at national and subnational levels including rehabilitation, education, and disability workforce leaders (government, professional rehab. associations/orgs, and NGO stakeholders) and direct service providers.

Currently, OIC Cambodia is seeking a skilled and clinical experienced on Child Language Delay, Adult Language/stroke, Speech / Oral-Motor, Hearing, Fluency, Voice, Social Language Training program. This is a vital part of profound technical on Speech Therapy curriculum, aiming to equip doctors, nurses, and physical therapists at provincial hospitals with essential skills in communication and mealtime difficulties.

Please note: The ideal consultant can choose the best interest of each clinical area which will spilt week by week. OIC Cambodia will issue separate calls for trainers for subsequent weeks, covering other specialized topics in the future.

About the Training

The Week 1 training, scheduled for July 25-28, 2025 (most likely), will focus on Child Language and Adult Language/Stroke. Participants will gain practical knowledge and skills to provide specific therapy services at clinical sites. This training is part of OIC Cambodia's commitment to developing skilled health workers to address communication and mealtime difficulties in Cambodia.

Key Responsibilities and Scope of Work:

The selected consultant will be responsible for the delivery of comprehensive and practical training as detailed in the attached ToR. Key areas of focus include:

•      Curriculum and Material Development: Developing, upgrading existing training materials, and adding new components in line with the ToR's requirements.

•      Content Focus: Delivering expertise in Child Language (screening, assessment, development, and basic intervention strategies) and Adult Language/Stroke (disorders and therapy approaches).

•      Training Delivery: Facilitating engaging and effective sessions.

•      Prepare pre and post test to measure the understanding of participants

•      Form Development Guidance: Guiding the OIC Cambodia team in developing assessment and tracking tools.

•      Deliver training report

Consultant Qualifications:

We are seeking a consultant trainer with:

•      Bachelor or master degree of SLP

•      Tertiary qualification in speech therapy

•      At least 5 years of clinical experience

•      Experience designing training resources for health, rehab, or teaching professionals and families of people with disabilities

•      Demonstrated expertise in at least one of these clinical area (Child Language Delay, Adult Language/stroke, Speech / Oral-Motor, Hearing, Fluency, Voice, Social Language)

•      Demonstrated expertise in assessment, goal setting, provide intervention, monitor the progress and documentation.

•      In-depth knowledge of various therapy approaches and language stimulation techniques.

•      Proven ability to develop practical, clear, and engaging training materials.

•      Extensive experience in clinical settings, including direct client interaction and parent training.
