OIC Cambodia is working to grow speech therapy services in Cambodia and helping those with communication and swallowing difficulties.

We launched in 2013 to start bringing speech therapy to Cambodia for the estimated more than 600,000 people with communication and swallowing difficulties.

Our end goal is to have 100 university qualified Cambodian Speech Therapists integrated in public sectors in Cambodia by 2030, after which OIC will exit Cambodia.

To achieve this, we will:

  • Raise awareness amongst all levels of the community, as speech therapy is a very new concept in Cambodia.

  • Continue to build capacity of families and professionals people supporting children with communication difficulties across the education, health and disability sectors

  • Build a library of Cambodia-focused speech therapy resources

  • Facilitate strong university partnerships and assist with curriculum development which is academically rigorous and relevant to Cambodia.

  • Continue to advocate within Government and civil society for speech therapy to be funded as a universally accessible, locally led service.

  • Facilitate the development of a speech therapy profession within Cambodia.

Finance Officer

  • SALARY: $400

    Time commitment: 12 months (Possible Extension)

    Reporting to: OIC program managers, executive director

    Direct reports: Operations Manager

    Other key relationships -

    • Internal: Other OIC program teams, and management team

    • External: OIC Cambodian Specific government departments, international and national partners NGOs in relevant sector

  • Position Purpose:

    The purpose of this position; Finance Officer is to support the accounting and finance system/work of the project for accountabilities of the entire OIC Cambodia Organization. He/she will as well as assist in the accounting and finance operations as daily needs activities. He/She will update financial spreadsheets and provide support for the entire organization through the direction of the Operations Manager.

  • DUTIES

    • Implementation of Accountant and Finance Functions

    • Accounting/Financial implementation and control:

    • Implement the accurate accounting system in accordance with OIC rules, procedures and policy including project expenditure records, etc.

    • Make the payment process and maintain individual staff mission expenditure, cash advances and clearance.

    • Finance Report from QuickBooks into project donor’s financial format.

    • Ensure adequate financial control and compliance for all program payment vouchers and all required supporting documents.

    • Collect information and prepare payroll payments for the OIC employees and payment vouchers.

    • Other rotate works assigned by Line Supervisor

    • Expenditure/Financial Report:

    • Prepare monthly and quarterly reports, and documents for key responsible projects financial assessment (Internal or external audit if any).

    • Work closely with the operation manager and other program managers team to prepare necessary reports according to criteria requested by the management team, donor or NOG partners and the government.

    • Responsible to the relevant program team and people who have access to information on cash balance (for internal reporting).

    • Other Tasks

    • Attend staff meetings, staff retreats, and other meetings as deemed necessary.

    • Provide or find translation support as needed.

    • Support admin team and program staff in financial plans and expenditures.

    • In collaboration with project and management staff to insure the timely and quarterly financial report for the OIC projects.

    • Be able to work under pressure and handle incidental projects expense issues.

    • Perform other duties as assigned by the line supervisor.

    • Support the admin team to ensure team culture, motivation and morale are maintained throughout the OIC team.

  • REQUIREMENTS

    • Essential qualifications, experience, skills, and personal attributes:

    • Bachelor’s degree in Business Administration, Accounting and Finance..

    • Excellent time management skills; ability to prioritize tasks.

    • Self-directed and able to work without supervision.

    • Experience in office assistant, office administrator, or handling administrative responsibilities in a related field.

    • Highly organized multi-tasks who work well in a fast-paced environment.

    • Proficient computer skills, including Microsoft Office suite (Word, PowerPoint, and Excel) and QuickBooks; updating calendars is a must.

    • Experience working on time-sensitive projects.

    • Easy-going, flexible and happy to be part of a team.

    • Ability to critically analyse and synthesize information, using problem-solving and lateral thinking

    • Desirable qualifications, experience, skills, and personal attributes:

    • At least one and two years of academic studying degree in accounting/finance,

    • Good communication skills in English and Khmer are encouraged

    • Advanced level in Excel and PowerPoint

    • Have a “Can do or Will do “attitude

    • Experience working in a cross-cultural setting.

    • Able to communicate ideas comfortably with a variety of people

    • Exceptional creativity and innovation
